The sale of daily newspapers and periodicals is the sale of newspapers and magazines performed in shops, public areas, or areas open to the public, either on fixed stands granted by the Municipality or in mobile form.
Operators are permitted to sell any other product in compliance with current legislation.
SUBJECT REQUIREMENTS:
- Anti-mafia requirements of all the individuals prescribed by Article 85 of Italian Legislative Decree dated September 6 2011, number 159;
- Moral requirements pursuant to Article 85 of Italian Legislative Decree dated September 6 2011, number 159; these are prescribed by Article 71 of Italian Legislative Decree dated March 26 2010, number 59;
- Professional requirements prescribed by Article 71 of Italian Legislative Decree dated March 26 2010, number 59:
- of the owner or the designated supervisor;
- of the legal representative or the designated supervisor.
for the sale of food products, such as what are called in Italian as the classic "pastigliaggi", which are considered by local tradition to be complementary products.
The designated supervisor must be appointed when the activity is not directly exercised by the owner or legal representative
The start of the activity is subject to a certified notification of business opening (SCIA).
SCIA documentation is prescribed by Article 56 of Regional Law dated December 5 2005, number 29.
The following are not subject to SCIA:
- the sale on the premises of political parties, entities, churches, religious communities, trade unions, and associations, of publications belonging to them;
- the itinerant sale of a political party, trade union, and religious newspapers, which employ volunteers for the purpose of a political, trade union, or religious propaganda;
- the sale on the premises of publishing companies and their branch offices of the newspapers and magazines they publish;
- the sale of specialised publications not distributed at newsstands;
- door-to-door delivery and itinerant sales by publishers, distributors, and newsagents;
- sales performed in accommodation facilities when serving customers;
- sales made within public or private establishments that are intended only for the public who have access to those same premises.

Inspections are conducted by:
- the Municipality
- the public health Authorities in the case of food sales.
